$ badges --authority
Who can grant what
Authority follows the role, not the person. Every grant is logged with the grantor's name and the hat they were wearing — so a company looking at a badge can see who vouched for it.

Can nominate anyone for any badge — cannot grant anything

Nomination is the pressure valve.A member who deserves something doesn't have to wait for the right person to notice — anyone can put their name forward, and it routes to whoever holds that authority. That's how contributions stop going unrecognised.
